1for2: 1 School for 2 Opposing Political Groups' Children

Along with cooperative learning, the definition of a cooperative school depends on whom you are asking.  I use David and Roger Johnson's concept of it, and as they can explain it better than I can, please read their definition of a cooperative school on their website.  Also, here is a whole chapter about the processes within a cooperative school from their book, The New Circles of Learning: Cooperation in the Classroom and School, which was co-written by Edythe Holubec.
